Federal inmate charged with killing fellow prisoner at Terre Haute Federal Penitentiary

TERRE HAUTE, Ind. — A federal grand jury has indicted a federal inmate with involuntary manslaughter and possessing contraband in prison for the April 14, 2023 stabbing death of a fellow inmate at the Terre Haute Federal Penitentiary, according to the United States Attorney’s Office for the Southern District of Indiana.

Otha Don Watkins III, 42, of Cairo, Illinois, was already serving a federal prison sentence. According to the indictment, Watkins allegedly stabbed fellow inmate, Carlos Shelton, with an improvised knife, or "shank" during a fight. Shelton later died.

Improvised knives are illegal to possess in prison. If convicted, Watkins faces up to 8 years in federal prison, in addition to his current sentence.
